Members are the source of all powers of the AWC through the General Assembly.They are responsible for drawing its policies, following up and monitoring its activities. Currently there are more than 880 members from 22 Arab countries representing various stakeholder groups from the water sector. All members have the same rights and benefits. Each active member holds one vote during the General Assembly meetings.

Members are classified into six different categories. Each category is represented by 5 seats in the Board of Governors except for Government authorities who are represented by 22 members, one member for each Arab State.
